The directive was drafted by the Association of Scaffolding, Highwork and Concrete Formwork Companies (VSB) and coordinated with various user groups and stakeholders and emphasizes that working safely is a shared responsibility. Clients, suppliers, erectors and users all have a role to play. Employers must provide training and supervision, while users are responsible for proper use and reports of deviations.

Safe suspended platform installation starts with good design. The guideline provides guidance regarding design, as well as work preparation, including a work plan and schedule. Then it's the assembly, relocation and disassembly of the installation. Correct operation and supervision are also essential for safety, so appropriate attention is paid to that.

To ensure that professionals have the right knowledge, the Temporary Suspended Platform Installations Directive describes a training structure for suspended platform mechanics and users. Mechanics undergo certified training and pass an exam through the Stichting Veilig Werken Op Hoogte (SVWOH).

Every user of a suspended platform installation should complete VSB's e-learning "Basic Knowledge of Temporary Suspended Platform Installations" before being allowed to work with suspended platform installations. This ensures that the user is properly instructed and ready to work safely with the suspended platform installation. The employer thus also fulfills his legal obligation to instruct his employees on the work equipment he provides.
